Bill to restrict unsolicited texts and calls, passes second reading

We may soon be able to restrict unsolicited texts and calls Thanks to a bill sponsored by Hon. Aliyu Madaki (Kano-APC), to help check unsolicited texts and calls sent to customers that passed the second reading in the House of Representatives.

Hon. Madaki explained that the bill hopes to ban online telemarketing without a subscriber’s prior consent. By so doing, the bill will provide subscribers with the option of not receiving unsolicited communications, which are most times automated by the service providers.

Not all members of the house agreed with the bill. While Hon. Chukwuekwuemeka Ujam (Enugu PDP) argued that the bill was unnecessary as telemarketing was a global practice, other lawmakers including Hon. Abdulrazak Namdas (Adamawa APC) and Hon. Orkev Jev (Benue APC) argued instead that the issue be made an amendment to the NCC Act, instead of be passed as a bill.

At the end, the Speaker of the House, Yakubu Dogara agreed that the issue be allowed to become a legislation by itself and as such, after putting the decision to a vote, referred the bill to the committee on telecommunications.

In addition, the bill when passed will empower an aggrieved subscriber to file a civil suit against a service provide before a High Court, and receive compensation.
