2017 Bank Alert! FG kicks off N5,000 payment. How CBT aided disbursement of the money

According toĀ Dr. Temitope Sinkaiye – Adviser to the President on Social Investment Network Project, “a globally accepted scientific method was adopted in the disbursement of the payment.Ā There are scientific methods that have been proven all over the world which is known as Community Based Targeting (CBT). The method involves moving from community to community and using a participatory methodology to collect data and rank households in the community according to their poverty level. So those who fall below the status would be enlisted into the programmeā€™ā€™. She was quoted to have said this months ago.

Fast forward, first week in 2017, the first batch of Nigerians to receive the promised N5, 000 by the President Muhammadu Buhari-led federal government actually have and from the CBT results which got the support of the World Bank, those in Borno, Kwara and Bauchi States have begun receiving their monies since the 30th of December 2016. Why these states are first to receive the N5,000 payment is because they have an existing social register which many other states are reportedly also filling. According to Channels TV,Ā the payments are being made through the Conditional Cash Transfer (CCT) of its Social Investment Programmes (SIP). Under the CCT, one million Nigerians would receive N5, 000 monthly payments, as a form of social safety net for the poorest and most vulnerable as budgeted for in the 2016 Budget. The body in charge of the disbursement, however is theĀ Nigeria Inter-Bank Settlement System (NIBSS) ā€“ a platform that hosts and validates payments for all governmentā€™s social intervention programmes.
